Balanced regional and sectoral development is a cornerstone of sustainable economic and social progress, necessitating equitable distribution and allocation of credit resources. While credit allocation is a critical instrument for directing resources towards areas of greatest need, traditional approaches often rely on subjective criteria, leading to persistent regional imbalances. This research aims to address this challenge by developing an optimal, index-based model for credit allocation. By constructing a comprehensive index that measures regional development levels across multiple dimensions, including economic, social, and infrastructure development, the proposed model will facilitate a more objective and efficient allocation of credit resources. The index will incorporate a range of indicators, such as per capita income, human development indicators, infrastructure quality, and access to essential services. This data-driven approach will enable policymakers to move beyond subjective assessments and prioritize regions with the greatest development needs, thereby accelerating development in lagging regions and fostering greater regional equity.
